Guitte was born in Biot in 1937, following the rise of the Front Populaire, during the time of Léon Blum. Marguerite Léone (1937-2024).
Doctor Carpentier was well known in the Alpes-Maritimes department and was very well liked by the people of Biot. Born in Tunisia into a wealthy family, he came to France to be a doctor.
He arrived in Biot in 1940 to hide from the Germans. In 1947, Carpentier was elected mayor of the town. He remained in Biot until 1959 when he moved to Paris. During his time as mayor, he continued to look after his patients.
At the time, city hall was on the church square. Doctor Carpentier made lots of progress for Biot during his time as mayor:
- The population increased: new arrivals came and settled in Biot.
- The sewers of the church square were renovated: pipes were installed to bring water to the village and install toilets in homes.
- The Mimosa and Grape Festivals began.
- The “La Goutte de Lait” holiday camp was created.
- It was easier to vaccinate children.
- Education was encouraged: the Paul Langevin primary school was built, and awards were given to students who earned their diploma.
